ACCESS OF CARGO VEHICLES AND ALL NON RESIDENT VEHICLES WITHIN THE BOUNDARIES OF THE THIRD TRANSPORT RING
Dear Event Participants!
Please be advised that Expocentre Fairgrounds is located within the district of Moscow with limited access for cargo vehicles of over 1 ton.
Access to the area within the Third Transport Ring is limited by special passes.
Passes are of two types:
- Long term (maximum 1 year)
- Short term (five day validity)

Passes are free of charge
Pass submissions shall include:
- Pass request in hard copy;
- Copy of the empowering document to represent Applicant (presented with original for sighting) – power of attorney
- Copy of the vehicle passport (with original sighted)
- Copy of registration of the transport vehicle (with original sighted)
- Documents justifying the carrying operation (way list, way-bill, certificate-invoice for big purchases being shipped, passport with registration stamp to proceed to the place of residence
- Copy (with original sighted) of the ID of the Applicant or representative (for physical persons).
Applicant is entitled to submit other documents justifying cargo operation.
Samples of completed forms
For short term passes application for and collection of passes takes 3 hours on the same day.
Long term pass submissions shall include:
- power of attorney to apply for pass (passes)
- copy of the vehicle passport (with original sighted)
- copy of registration of the transport vehicle (with original sighted)
- documents justifying the carrying operation (copies of contracts, agreements or way-bills way list specifying time, frequency and destinations of carriage, nature and volumes of carried cargos, in addition, in construction work – copy of permission for construction issued by Mosgosstroynadzor, a copy of the work execution order issued by OATI, in carrying perishables – information on times and conditions of storage)
- route of carriage
- for a journey to the place of parking – a copy (with original sighted) of an Agreement confirming availability of parking for storage of the cargo vehicle within the area of limited traffic
- copy (with original sighted) of the certificate of state registration of a physical person as individual entrepreneur (for individual entrepreneurs)
- copy (with original sighted) of the certificate of entry made into the Unified State Register for Legal Persons
- copy (with original sighted) of the document ID for the Applicant (for physical persons)
- in cases of expired passes – originals of earlier issued passes.
Applicant shall be entitled to submit other documents justifying cargo operations.

In applying for long term passes applications are considered in 14 days from the date of submission.
ATTENTION!
Passes should only be collected by authorized persons carrying a suitable ID.
Photocopies of passes shall not be accepted!
Liability for violations of pass regulated access
In accordance with KoAP RF, a driver accessing a limited traffic zone in a vehicle bearing no suitable pass is penalized for non observance of a no entry road sign limiting entry to the Zone (r.s. 3.1 “no entry”, r.s. 3.4 “no cargo vehicles allowed”)
